Yes, you do get what you pay for. BUT if you don’t have the money, you don’t have the money, aptly?
We were in your position a few months ago, but we found the money for these things. For DJs I would look on craigslist.com in your area. I found quite a few cheap ones there.
For photographers, you can also check craigslist. But I was going to go to the local college and speak to a photography teacher to have him/her announce in class that there’s an opportunity to photograph a wedding. Students have to build their portfolio to get jobs in the future, weddings are like gold for them! I was going to hire two to make it more likely we’d get excellent pictures. I had already found one photography student who was willing to take the pictures and charge us only for the film and developing costs on the shape up that we gave her permission to use our pictures in her portfolio. Even if they did want to be paid for their time, it wouldn’t be the mean $100-150/hr professional photographers charge around here.

I am a wedding photographer. I will tell you that you get what you pay for. If you want some mediocre photographer from craigslist then go ahead. I hear so many regrets from brides wishing they spent that extra $500 on a better photographer. Photos are for life.
4Free is a DJ and he will also tell you that you get what you pay for.
I am getting married in July 2010 and found my photographer on craigslist, now I know that can be a bit scary. I posted that I was a bride on a budget and needed someone excellent but at a price I could afford. The girl I booked with has been in the field for 7 years *does it for fun not for profit* and it only is costing me $700 (and she included full ownership rights, a print package with 150 prints). I reckon if you look and do some research you can find someone excellent on there in your area.
Cheap is the tough part here. What is cheap? I occasionally get people who reckon that $500 is a reasonable offer for a 10+ hour wedding. I also get people who are afriad of hiring DJs who charge $100 and below because they "can’t be very excellent if that’s all they’re charging."
Really, there is no particular place with decent but cheap services. Anyone who is decent at anything that takes time and talent will quickly start to charge decent prices. What you need is to get lucky and find someone who is worth a lot more than they are charging.
I hope you get lucky, but you might also consider alternative between professional photography and professional entertainment. You could have one done well and have the other one done by friends of friends.

It really depends on what you expect from the DJ also.
If you want people dancing all night, then a cheap DJ will not achieve that.
Cheap in major cities like NYC or LA = $1000 or less.
Smaller cities = $500 or less.

Craigslist is the worst place to find a DJ as most that make known there do not have much experience, music selection or since they operate on a shoestring budget they may not be around by your wedding date. Then cheap = disaster.
If you don’t care much about people dancing and the DJ not having all the songs you want, volume levels not exactly apt for the crowd then a cheap DJ is fine to hire.
If you do care about the above then double the budget numbers above, preview the DJ you are hiring on video and check their equipment and music library for what you want.
