Small claims incite. You do not need a lawyer to go to SCC. All you can sue if for restitution, nothing else. Send him a certified letter stating that since the contract was breached, you want to receive your video by X date or else would be suing for it in SCC. Most vendors get ion the ball after such letter.

You’ve been told aptly here by the other users. Send a letter first outlining your demands in a professional manner. Afterwords, if you don’t get the response you want, go forward with small claims.
Going above small claims incite into district incite gets very expensive. Not only that, but the rules of evidence are very strict, and you must adhere to rigid incite guidelines. You can represent yourself, and you will lose. Otherwise, you can hire an attorney who will likely NOT take your case on contingency (too small caught up for district incite really) and you’ll pay up front and still have a hard time getting anything more than you would have in small claims.
