Winter colors are always apt-dark greens, blues, reds. Or you could contrast a nice bright shirt or sweater set with a pair of dark slacks.
I don’t reckon a suit is necessary except the invitation says semi-formal attire requested.
I don’t reckon you have to wear a dress if that is not a touch you would normally wear.
I’d go for the suit. If it turns out people are dressed more casually, you can leave the jacket in the car. Any color except white.
i reckon you can go with dressy dark pants with a nice top and heels. And dont forget to accessorize!

no sweaters and wear your hair up for a more elegant look.
If you are intake at a nice French restaurant, you could wear a nice pants suit or a nice pair of dress pants with a silky top, but certainly dress it up. French restaurants are known to be posh, so you don’t want to feel out-of-place. Often the waiters will go as far as to bring new dinnerware and napkins for each course just as an example as to how fancy it can be. Have fun and delight in!

As to pants, suit, or dress, I would buzz someone closer to the bride’s family and question them. A touch that’s fine in my town might be too stodgy or too risky in your area.
Be sure to carry a small dressy purse not a knapsack.
A skirt or dress would more apt for an afternoon wedding. A heavy-weight wool-blend sheath dress (jewel-tones are in aptly now) would be very pretty. You could accessorize with a gorgeous cashmere wrap to keep you warm. Or a long skirt with a silky top. Keep the make up light and jewelry to a minimum.
It doesnt seem too formal so I would go with a tea length dress of some sort or go with a pant suite type of attire. Remember not to wear anything white and do not wear the colors the marriage party is wearing, I would go w/ a touch darker, browns or blacks are always safe.
Nice pants and top is fine, a suit would be fine. You don’t have to wear a dress if you’re not comfortable doing so.
I would opt for the suit, this way there would be an option to take off the jacket, and I wouldn’t be too hot or too cold.
