My suggestion is a MUST for all outdoor weddings… I have had two daughters to get married outside & both times this was used. Go to your local Lowes or Home Depot & buy some Cutter Bug Free Backyard Spray. The day before the wedding, using the water hose, spray the complete yard with this & you will not be bothered with mosquitoes.

Balloons are a very cheap and cheerful way to light this space. Make sure you get a excellent balloon peron or you could give someone a heart attack. Make a wee path from the solid ground to the pavillion should it rain, save any embarrassment on the day. It sounds gorgeous btw. Also make some wee gifts for your guests, even homemade keyrings, they will appreciate it. x
For the illumination I would use Christmas illumination throughout the plants and bushes. As for the weather you may just have to rent some canopies just in case.
