Lots of Helium balloons and streamers…. also tulle ( the net like fabric) is inexpensive and fantastic for wrapping poles, draping across tables ,windows, etc.

dollar stores can be your best friend when it comes to budget decorating. They can have everything from helium quality balloons with a wedding theme to paper bells, streamers, to small party favors for guests to take home. There inventory changes tho so check all of them.
eBay- people sell decor after their wedding- and then you can resell it too!
I'm not sure what kind of thoughts you're looking for, but tulle with small white "Christmas" illumination wrapped inside of it looks really pretty hung from the ceilings.
